About the Rwanda Utilities Regulatory Authority (RURA)
The Rwanda Utilities Regulatory Authority (RURA) is a government institution established to regulate utility services and ensure efficient, fair, and sustainable service delivery across multiple sectors in Rwanda — including energy, telecommunications, water, transport, and nuclear safety.
RURA plays a central role in promoting transparency, accountability, fair competition, and consumer protection across all regulated sectors. RURA is recruiting for the following three (3) senior leadership roles:
Head of Corporate Department

Full-Time Deadline: May 15, 2026 RwandaDuties and Key Responsibilities
- Provide strategic leadership and direction for the Corporate Department
- Develop and implement policies, procedures, and governance frameworks
- Ensure compliance with corporate governance principles and regulatory requirements
- Oversee risk management and internal control systems
- Manage planning, budgeting, procurement, logistics, and administrative operations
- Supervise financial planning and expenditure controls
- Safeguard organizational assets and promote accountability and transparency
- Coordinate organizational development initiatives and stakeholder engagement
- Lead regulation and oversight of electricity and renewable energy sectors
- Develop and implement energy policies, standards, and regulations
- Monitor compliance of electricity utilities with regulatory requirements
- Conduct inspections, audits, and performance assessments
- Regulate licensing processes and tariff structures
- Promote fair competition and sustainable energy development
- Investigate complaints and disputes related to electricity services
- Collaborate with stakeholders on energy infrastructure and Public-Private Partnerships (PPPs)
- Lead technical research, analysis, and sector development initiatives
- Provide strategic direction for the Nuclear & Radiation Department, ensuring alignment with RURA's mission and international standards
- Develop and implement departmental strategies related to nuclear and radiation safety, security, and safeguards
- Oversee the development and enforcement of regulations, guidelines, and protocols related to nuclear and radiation safety
- Ensure compliance with national and international regulatory requirements and best practices
- Supervise Division Managers for Nuclear & Radiation Safety and Nuclear Security & Safeguards
- Oversee preparedness for any nuclear and radiological incidents or accidents
- Develop emergency preparedness policies, regulations, programs, and guidelines
- Identify, assess, and manage risks associated with nuclear and radiation activities
- Engage with government agencies, industry stakeholders, and international organizations
- Prepare and present reports to the Director General on departmental performance and compliance
Eligibility Criteria
To be considered for any of the above positions, candidates must meet the following general requirements:
- Hold a relevant Master's degree or higher in the field related to the position applied for
- Possess strong leadership, management, and strategic decision-making experience
- Demonstrate knowledge in corporate governance, energy regulation, nuclear safety, or administrative management
- Have strong analytical, communication, and organizational skills
- Be capable of working effectively with internal and external stakeholders
- Demonstrate integrity, professionalism, and commitment to public service excellence
- Must be a Rwandan national, in accordance with applicable legal provisions governing public service recruitment
Note for the Nuclear & Radiation position: A minimum Master's degree in Nuclear/Radiation Physics, Nuclear Engineering, Radiation Protection and Safety, or a related field is required, with at least 3 years of relevant experience in nuclear and radiation regulatory management. A professional course in radiation safety is an added advantage.
